Mr Seselja, who was greeted by supporters shouting ''Zed, Zed'' at the Eastlake Football Club, called the party's campaign ''the most successful we've ever run''.

And the Liberals leader said Canberrans would not support a minority government between Labor and the Greens and he expected to become the next chief minister.

''This election campaign was one of the most important in the territory's history,'' he said.

''Tonight, we know it's also the most successful we've ever run.

''It has given us the highest number of seats ever held by the Liberal Party.''

Mr Seselja said the party had fought a hard campaign for health, education and services and said the result showed voters had rejected both ACT Labor and the ACT Greens. ''Most importantly it's a rejection of their alliance,'' he said.

Mr Seselja said with the Liberals almost certain to secure eight seats in the next Assembly, a minority Labor-Greens partnership would not reflect the will of the Canberra community.

''Having rejected this alliance, it would be a rejection of the verdict of the people if the Labor Party and the Greens were to now forge a closer alliance,'' he said.

Mr Seselja said the party's campaign against ACT Labor's tax reforms and for lower costs of living had resonated with the electorate. ''We fought against the Labor-Greens plan to triple household rates,'' he said.

Mr Seselja saved some of his final words for his electorate of Brindabella, which delivered the party huge swings.

''I'm a proud product of the Tuggeranong valley,'' he said.

''I look to forward to becoming the first Tuggeranong resident to be Chief Minister of the ACT.''
