Intensive care paramedics assessed eight people at the scene.
An 85-year-old man was treated for arm and chest injuries.
All other patients were treated for minor injuries, including three girls aged eight, 11 and 16 years and a 36-year-old woman.
The four-week-old baby had no obvious injuries.
Firefighters had to use rescue tools to pull one person out of a car.
The wet weather collision happened on the Tuggeranong Parkway northbound ramp.
Roads were clear as of 5pm after two westbound lanes on Hindmarsh Drive were closed.
ACT Fire & Rescue and the ACT Ambulance Service attended the scene.
An ACT Police spokesman urged people to drive carefully to the conditions.
