Instead, it will focus on the period between his access to the prison's methadone program in April 2016 and his death a month later.

Inquest hearings are scheduled to begin on December 5.

Freeman was beaten to within an inch of his life while housed in the Alexander Maconochie Centre on charges of disqualified and drink driving, and possessing an offensive weapon.

He was returned to the AMC in May 2015, following his recovery, when the government said the prison would be the "safest place" for him, and despite the protests of his family.

He was found dead in his cell a year later.

At a hearing in the ACT Coroner's Court on Tuesday, Coroner Robert Cook indicated the circumstances around Freeman's bashing would not be subject to scrutiny in the inquest, saying, "at the moment, I can't see the connection [to his death]."

But the inquest would look into Freeman's initial admission and readmission to the AMC, specifically in respect of housing, but also opioid dependence, Amanda Tonkin, who is counsel assisting the coroner, indicated.

It would look at matters such as the treatment of opioid dependence, the prescribing of methadone, admission policies and procedures when an inmate is opioid dependent, an investigation of supervision requirements and a review of the policy preceding when a medical emergency is called, particularly in regard to CPR.

The ACT government is represented by Ken Archer, who told the court the Territory was anxious about the release of sensitive documents regarding the security and layout of the AMC.

No documents have yet been released to the public.

Ms Tonkin said a toxicology report would be made available to the parties, though it was expected the report would remain confidential until it was decided later in the process whether to release it publicly.

Coroner Cook denied Winnunga Nimmityjah Aboriginal Health Service, represented by Anita Whitelum, leave to appear at the inquest, saying the service had not yet demonstrated a connection.

He allowed them instead a "watching brief" on the matter, and said the service would be able to see documents as they became available and possibly join at a later date.

But he did give leave to Freeman's mother Narelle King, represented by Collaery Lawyers' Jolan Draaisma, to appear and join the ACT government and coroner's representatives.

Freeman's friends and family, including his mother, were in court on Tuesday, and Coroner Cook addressed them directly.

"I cannot guarantee I will find the answers to all your concerns and questions," he said. "It is my intention throughout this inquest ... to do the very best we can to answer the questions and concerns and establish the cause of the death of Mr Freeman."

The ACT government has also launched a separate independent inquiry in Freeman's death. The inquiry will be headed by Philip Moss, a retired anti-corruption chief who last year produced a damning report about abuse inside the Nauru detention centre.

The inquest is scheduled to begin 5th December.
