Police officers were patrolling Gungahlin Drive about 8pm when they saw a white Nissan Skyline do a burnout at Gundaroo Drive, ACT Policing said.
The Skyline and a blue Subaru WRX then accelerated quickly and sped away from the intersection at a matching speed.
Police followed both cars and stopped the drivers on Kosciusko Avenue in Palmerston.
They discovered the 19-year-old Monash man and 18-year-old Wanniassa man were provisional licence holders.
Police took both vehicles and the men will be summoned to appear in the ACT Magistrates Court at a later date.
Acting Superintendent Susie Ball said the duo's driving was unacceptable and police would impound the cars of drivers who performed burnouts and street racing on public roads.
Police would randomly target areas where similar driving actions were a problem, such as the back streets of Hume.
"Police will not tolerate this sort of driving behaviour: it's dangerous and unnecessary," acting Superintendent Ball said.
"If people witness this type of behaviour, we would encourage them to report the matter to police. Remembering details such as make and model and the registration details of the vehicle are important and assists us with any investigation."
Police are urging anyone that may have witnessed the burnout or subsequent street race to contact Crime Stoppers on 1800 333 000 or via act.crimestoppers.com.au
