A Telstra spokesman declined to comment on what impact a restructure of the company might have for the roughly 1000 Canberra employees.
The all-staff memo from Telstra chief operations officer Brendon Riley announced an overhaul of the divisions that contain half its staff.
"Our traditional businesses are coming under increasing margin pressure and the largest portion of our budget is spent supporting them. This is not a sustainable business model and we have an obligation to redefine our contributions to Telstra," it said.
"In the coming weeks, we will be introducing a new operating model that will be sustainable and support the company's ambitions.''
The ACT is one of the few regions where Telstra has been hiring, having won two large government contracts in the past year, including a $1.1 billion contract with the Department of Defence.
