The ACT government has resisted calls to release the full review that uncovered serious problems with ACT ambulance culture, but has unveiled significant plans to reform and promised that "change is afoot".

The long-awaited review of the culture of the ACT Ambulance Service found issues of bullying, blame, fear, distrust, conflict, and poor management were widespread in the organisation, which has grown significantly in recent years.
The ACT government commissioned the report in October 2013, and it was completed and handed over by consultants O2C Solutions last month.
Emergency Services Minister Joy Burch has pledged action on the findings of the review, and said on Wednesday morning that she would "absolutely" act on all of its eight recommendations.
Ms Burch released a different document, a blueprint for change for the ambulance service, ignoring calls from the opposition to make the O2C report public.
She said she had received advice not to release the O2C report because of the damaging claims made against individuals, and the potential for workers who had spoken anonymously to be identified.

Ms Burch said the critical parts of the O2C report, the findings and recommendations, were included in the blueprint the government has released.
"Make no mistake we have listened, we have heard, we will not shy away from anything," she said.
"We will deliver an absolutely nation-leading ambulance service."
That didn't appease the opposition on Wednesday, who said the report's release was needed to "clear the air".
Shadow Emergency Services Minister Brendan Smyth moved a motion for it to be tabled in the Legislative Assembly on Wednesday, and for the government to acknowledge the "toxic management culture" and the delays in commissioning and receiving the report.
"It seems to be ridiculous that some in the media have the report, but the minister won't release the full report," Mr Smyth said in a statement.
"Joy Burch, the time has come to release the report so we can fix the problems inside ACTAS and move on."
The TWU publicly welcomed the pledge for action, giving credit to the government for acknowledging the problems and commissioning the report in October 2013.
Sub-branch secretary Klaus Pinkas said cultural issues stemmed from the rapid growth of the service, and the failure of old management to adapt.
"We welcome the report and we look forward to working with the minister's office, the commissioner and with ACTAS in addressing these issues," Mr Pinkas told ABC radio on Wednesday.
Emergency Services Agency Commissioner Dominic Lane on Wednesday morning expressed disappointment that details of the report had been leaked, saying ambulance employees had spoken in confidence and anonymously.
Both Mr Lane and Ms Burch reiterated on Wednesday morning that the cultural issues in the service are at odd with its excellent clinical performance, reflected through fast response times and high patient satisfaction.
