Police said officers from the Monaro Highway Patrol attempted to stop the woman during a random breath test operation in Lanyon Drive, about 3.15pm.
She allegedly failed to stop the car and narrowly missed police officers standing on the roadway.
The woman, driving a silver-coloured Toyota Paseo, eventually stopped about 20 metres past the breath testing site.
"It’s alleged she smelled strongly of alcohol and refused to submit to a road-side breath test," a spokesperson said.
"The woman was arrested and taken to Queanbeyan Police Station, where it’s alleged she refused six requests to undergo a breath-analysis test."
NSW Police assistant commissioner John Hartley said the woman’s driver's licence has been suspended and she will face the Queanbeyan Local Court next month charged with refusing a breath test and refusing breath analysis.
"Drivers do not have the right to refuse a test, and if they do are liable to a penalty the same as high-range PCA," he said.
