Mark McCabe this week told a committee hearing into the Justice and Community Safety Directorate at the Legislative Assembly that he was investigating the complaint.
Opposition emergency services spokesman Brendan Smyth said the complaint reflected poorly on Simon Corbell's leadership of the directorate.
''The revelation in the committee that the WorkSafe commissioner is now investigating the ACT Ambulance Service for bullying is yet again an indictment of this minister's mismanagement of the Emergency Services portfolio,'' he said.
In October the government ordered a review of the culture at the service as it faced several bullying and harassment complaints that were being investigated separately by the Human Rights Commission, WorkSafe ACT, and Comcare.
Mr Corbell said he rejected the opposition's assertion.
