Police said the 19-year-old had parked her car next to Jerrabomberra Shopping Centre about 5.50am when she was approached by another young woman.
The offender grabbed the teenager by her shirt, produced a knife and demanded her purse.
She removed the bank card, threw the purse on the ground and ran north along an alleyway.
The offender is described as aged in her early 20s and about five foot, four inches tall. She had her hair tied back in a bun and was wearing a black jacket over a white hooded jumper with writing on it, dark pants and dark sunglasses.
Police would like to speak with a male person who was in a white Commodore sedan with distinct green rims in the area at the time.
