The league boss stopped short of condemning News Corp for publishing photographs of the young utility - which show him in front of five lines of a white powder - in print and online on Thursday.

But the AFL CEO hinted that he was unhappy with the decision.

"I think it increases the vulnerability of a man we know has had significant challenges and it means that more than ever, his welfare is incredibly important and our focus."

But at a media conference in Melbourne that McLachlan called to discuss the matter, he reminded reporters Bennell had endured an incredibly tough upbringing: "[He's] faced more challenges probably than all of us in this room have collectively.

"We can't say that we care about making a difference to players' lives and turn away when there is pressure," McLachlan said.

Bennell grew up in Western Australia, the third oldest of nine children.

It was reported that his father was serving a prison term around the time his son was drafted.

Former Suns player Karmichael Hunt, who now faces drug charges, acted as a mentor to Bennell during their time together at the club. Bennell became homesick after arriving at the Gold Coast and moved in with Hunt for support.

McLachlan said while Hunt's influence on Bennell may not have been positive in every way, it should not detract from the fact that he did some good work with the young player.

"We're all flawed. You can diminish the fact that Karmichael was instrumental in working through a number of Harley's challenges with him and helping him," he said. "He's provided leadership to a lot of players, maybe not in all areas."

The AFL boss said he did not expect Bennell to play this weekend, but could not offer any further information on the player's future.

McLachlan said the Gold Coast Suns' problems with illicit drug use among players were not unique – even the oldest clubs had to face the issue.

"These stories of start-up clubs are not linear journeys, there's bumps and swings and roundabouts."

McLachlan has reiterated that action needs to be taken against AFL players the first time they are caught using illicit drugs and that the league's controversial 'three strikes policy' was under review.

Bennell was one of three players suspended from the Suns earlier this year for drinking when the team had been asked to stay of alcohol.
