Bureaucratic incompetence a cup with no bottom

Westminster's public accounts committee has been doing sterling work since it began dissecting navy spending with the help of Samuel Pepys 428 years ago. Its better reports have gone into the literature, and its capacity to get to the unpleasant point can put our public watchdogs, including the Australian National Audit Office, to shame.
