While the ban will stop racing taking place inside the territory's borders it can do nothing about the entire industry moving across to NSW.

The ACT government might become the first state or territory to ban greyhound racing in Australia but it will actually do little to address the problems said to be plaguing the sport.

The Canberra Greyhound Racing Club said while its priority was to fight to overturn the decision it would be happy to up and move the entire operation across the border.

The Australian Workers' Union is also set to challenge the ban with a motion planned for next month's ACT Labor conference.

NSW deputy premier John Barilaro criticised the ban on Saturday and said it represented a real opportunity for Queanbeyan to be part of "a new era of greyhound racing".

He supports the move across the border and the local council has indicated it would be willing to enter discussions about it.

Mr Barilaro said the ACT would face questions over whether they had done everything they could to regulate the industry before announcing a ban.

The deputy premier makes a valid point given the independent report handed down to the government had no evidence of cruelty in the local industry.

The report's author Mary Durkin found it was "impossible" to separate the ACT industry from the track record of Greyhound Racing NSW.

The report found that of the 27,000 dogs raced in Canberra over the past five years, more than 320 dogs sustained minor to catastrophic injuries in ACT races. Twenty-six dogs were destroyed at the track on the day of the race.

Without any evidence of illegal practices in the ACT, like live-baiting, it is likely the decision will be seen as no more than a politically favourable one.

After all, the move to ban racing was part of ACT Labor's power-sharing agreement with the Greens to form government following last October's election.
