However, ACT Fire and Rescue crews were unable to find a fire and are investigating the source of the smoke.
Crews were called to the scene before 9am on Monday, with three pumpers, a Bronto, a HAZMAT team and two commanders still on the ground.
They carried out atmospheric and safety tests and allowed people to re-enter the building early in the afternoon.
