Mr Barr released his latest budget on Tuesday, putting up funding for a range of initiatives promised at the last election, but also revealing a seven per cent rates rise for homeowners.

Rates and land taxes are going up over many years as the government moves the territory's reliance on stamp duty and other charges towards a more flat land tax-based structure.

But Mr Coe, who campaigned against the changes at last year's election, said the fee, tax and rate rises unveiled in today's budget were a "massive hit" to Canberrans.

He said residents were "being gouged across the board" as a range of fines and fees would rise again in 2017-18.

The revenue measures will rise for residential and commercial rates (up 12 and five per cent respectively) and land taxes (up 18 per cent), while car registration fees would rise six per cent and car parking fines would jump 38 per cent.

"The ACT government is gouging record revenue from Canberrans but it's clear to everyone across town that we're getting less and less in return. The quality of local services is declining while costs continue to rise," he said.

"Andrew Barr's rates increases are driving people across the border."

However, ACT Greens Leader Shane Rattenbury welcomed the budget, saying it secured several conditions the minor party secured Labor's agreement to after last year election, including funding for mental health, climate change adaptation and a drug and alcohol court.

"The fact is, there are some key items in this budget that simply would not be included if the Greens hadn't listened to our community's needs for them," he said.

Various budget measures were met with mixed support from other stakeholders including the ACT Council of Parents and Citizens Associations.

Council president John Haydon welcomed more funds for school infrastructure, extra school psychologists and scholarships for teachers to specialise in ares like science and technology, as well as $3 million for school crossing supervisors and safety improvements at 20 schools.

"We hope the funding allocated for school psychologists will be enough to meet the election promise of 20 additional positions over the next four years, without having to cut corners in other areas," he said.

But Mr Haydon said the council was also hoping for money to be allocated to the associations to help with flagging volunteer number, but there were "no specifically allocated funds."

Amid calls for more concessions for Canberra's poorest, Families ACT criticised the allocation of some $11 million for a media centre at Manuka Oval, while homelessness services would benefit from only a $1 million increase this year.

Families ACT executive officer Will Mollison said women would spend winter sleeping in cars to escape domestic violence, as the communities sector was again left waiting for a strategy to address homelessness in Canberra three years after asking for the strategy.

But Mr Mollison backed the government's allocation of about $1 million for more mental health early intervention services for primary school-aged children, which he called a "common-sense" approach.

"A huge body of research shows that the Middle Years are the next best opportunity, after early childhood, to address issues that can become more serious in the teenage years, and entrenched in adulthood," he said.
