ACT Commissioner for Fair Trading David Snowden has warned Canberrans not to engage the services of a tradesman who has failed to complete works after being paid.

In a statement, Mr Snowden said the behaviour of Todd Daly had left him with no choice but to issue a public warning against him.
"Mr Daly, who has traded as All Rock Landscapes and Constructions, has a history of taking deposits for landscaping services that he does not perform or fails to complete," he said.
"I urge Canberra residents to not enter into any agreement for work with Mr Daly."
Mr Snowden said Mr Daly was the subject of a public warning notice in 2013 and entered into an enforceable undertaking to make repayments, but failed to comply.
On February 24, an ACT Magistrates Court ruling ordered Mr Daly to repay the territory $40,000 plus interest and costs, and that he be restrained from supplying goods and services to consumers.
On Friday, Mr Snowden issued another warning against Mr Daly after reports he had advertised for landscaping services and taken a further deposit for work.
"Mr Daly seems to have a blatant disregard of the Australian Consumer Law which leaves me no option but to issue a further public warning notice, in order to protect the public, while I consider further action against him," he said.
Mr Snowden reminded Canberrans that when entering contracts for building services they should seek references and quotes and only agreed to pay for completed works.
