The commission has mailed more than 12,000 postal ballot papers with 860 sent to Canberrans living overseas. Around 13,000 had been issued at the same point during the 2012 election.
Another 7100 people have already cast a pre-poll vote with the majority opting for electronic voting at six polling centres in Belconnen, Canberra City, Gungahlin, Tuggeranong and Woden.
"Pre-poll voting is an easy alternative to postal voting for those who may be away from Canberra on polling day, or who for some other reason cannot attend a polling place on that day," ACT Electoral Commissioner Phillip Green said.
About 2594 Canberrans cast their votes on the first day of pre-polling on Tuesday, which was an increase of 1449 votes on the first day in 2012.
The increase will be no surprise to ACT politicians who watched a record number of voters head to the polls early during the federal election in July.
Mr Green said pre-polling was a popular choice for those travelling on election day especially during school holiday periods.
"These people can vote any weekday between now and polling day, except on the October 3 public holiday," he said. "They can also pre-poll vote on Saturday 8 October from 9am – 5pm."
