A firefighter reached the woman early on Saturday evening and was preparing to have her fitted onto a lifter and hauled to the top of the cliff.
ACT Ambulance Service and ACT Fire and Rescue were called to attempt the vertical rescue at Booroomba Rocks in the Namadgi National Park just after 1.18pm.
The woman is 80 metres down a multi-stage rock face.
Two vertical rescue vehicles, two pumpers and a Commander are attending from ACT Fire and Rescue.
The SES also provided assistance.
