The confirmed breaches included harassment, misuse of authority, inappropriate behaviour, failure to secure ammunition, four instances of inadequate service, two instances of information access, driving misconduct and unwarranted attention.

The majority of alleged breaches were reported by members of public although 94 instances were reported by police officers and nine were self-reported.

The misconduct was detailed in the latest ACT Policing annual report. The number of allegations was similar to the 320 reported in 2013-14 although fewer than the 419 recorded a year earlier.

The former employee, who was believed to have held a senior role with the organisation, escaped formal punishment because they had already resigned.

The annual report revealed officers used their Tasers 63 times, chemical agents 169 times and batons on 25 occasions. Firearms were used 119 times and handcuffs on 1481 occasions.

There were two confirmed incidents of officers discharging Tasers without authorisation.

"In all cases where one of our members uses force he or she must as soon as practicable, submit an electronic use of force report," the report said.

"This does not include a situation where verbal command is the only force used."

The force used surveillance devices on 72 occasions including data surveillance, listening devices, optical surveillance and tracking devices.

The equipment was used to investigate suspected murder, arson, incest, assault, drug and aggravated robbery offences. Their use resulted in two arrests and the information obtained was used on one prosecution. No guilty conviction was recorded.

According to the report, the 89.8 per cent of ACT residents agreed the conduct of police was professional, which was higher than the national average of 88.6 per cent.

"When compared nationally, the ACT recorded the third highest proportion of persons who agreed police perform their job professionally," the report said.

"The most common reason for dissatisfaction with policing during the 2014-15 reporting period was that police didn't do enough or took no action with [the force] recording the highest level of dissatisfaction nationally for that category."

Instances of homicide, sexual offences and assaults dropped by 11.7 per cent while robbery, burglary and theft increased by 10.8 per cent.

"The ACT was ranked the highest for the percentage of persons who feel safe while home alone during the night," the report said.

The force investigated five family violence-related homicides during 2014-15 with all offenders identified, arrested and charged.
