An update to the government's capital works schedule shows the government spent only $419 million of the $1.02 billion capital works budget for 2017-18, to the end of March this year.
The report tabled in the Legislative Assembly last week shows the health directorate and environment, planning and sustainable development had spent only $84 million and $88 million each so far this fiscal year, out of planned works worth $202 million and $286 million, respectively.
While $340 million worth of capital works expected to be completed in 2017-18 were pushed to next financial year or beyond in last week's budget, Chief Minister Andrew Barr has previously said that was largely due to a lack of available workforce, given the amount of development on foot in Canberra.
Mr Barr also said the actual works for many of those projects had not been delayed, but rather it was the financial close of the capital works that had been pushed back, though he rejected any claims projects were pushed back in favour of other large government works like the light rail project.
The light rail project, forecast to cost $939 million, and the $700 million-odd new ACT courts redevelopment - two of the biggest single projects underway - are not included in the capital works figures, as they are run by public-private consortiums.
The capital works March quarter update showed some of the big-ticket items behind schedule were stage two of the Gundaroo drive duplication, with only $727,000 spent to date on the $30 million project, and the Horse Park Drive duplication, with only $17 million spent of the $57 million allocated.
As of the end of March, the government had also only spent $20 million of the $80 million allocated fro ACT Health upgrades and infrastructure maintenance works, and $9,000 of the planned $12 million spend on a new health centre for indigenous Canberrans.
In education, the update showed only spent $42,000 on the $10 million laptops in schools program, $1.4 million of the $24 million planned spend to expand schools in Gungahlin and $4.1 million of the $25 million allocated for works on Narrabundah College and Campbell Primary School.
The City Renewal Authority has spent none of the $37 million allocated to the Canberra's lakeside project - the main works to resume parts of Lake Burley-Griffin to make way for apartments - though it has spent $12.5 million on the related $13.5 million West Basin infrastructure.
