The stall features a model of foetuses in the womb at different stages of development, and a photo of an unborn baby's feet between adult fingers, 10 weeks after it was conceived.

A petition put forward on Sunday calls for the ACT government to ban the organisation from the event, and has so far received more than 500 signatures.

"I remember last year [at the stall] there were some very vivid images of both living and aborted foetuses throughout the nine-month [pregnancy] period," 21-year-old Mawson resident, Natasha Live, said.

"I felt it was a bit harsh to have them just sitting [there], rather than away in a book or something that could be brought out for those interested in viewing things that can be a little more gory.

"I can imagine smaller children not quite understanding [the display] but all they know is that they saw a photo of a dead baby. I can imagine it scaring them very much."

In 2018, festival director Azra Khan acknowledged that organisers had received official complaints - including one from Ms Live - about the stall. She said the policy for information stallholders would be reviewed.

The ACT government, on behalf of organisers, refused to comment about whether a review had been conducted as a result of the complaints but said they listen to feedback from festival-goers every year.

"This feedback helps to shape the planning for future festivals," a government spokesperson said.

The 2019 terms and conditions for stallholders at the festival state that display materials must be kept within the stall structure and be sensitive to the diversity of community members attending the event.

Organisers have the right to take down any content that they deem offensive.

Organisations pay between $150 and $300 for an information stall, depending on the size of their tent. Information stalls are only allowed to set up on one of the event's three days, with the other two reserved for higher-paying alcohol and food providers.

They must be for promotional or educational purposes only, and are not allowed to sell anything.

The ACT Right to Life Association was approached by the festival's committee about the complaints last year but pleaded its case and was able to return with an identical set-up in 2019, its president Bev Cains said.

The association, in a letter to Azra Khan, said the response from festival-goers to the stall was mostly positive and children were often fascinated by the display.

The letter said they had been participating in Canberra festivals since the 1980s and had never tried to encourage or coerce people to visit the stall. In fact, one woman had held a sign next to their stall at the 2018 Multicultural Festival for 35 minutes, which read: "No rosaries on my ovaries".

"The models that we show are similar to the ones used in medical schools and biology units in schools," Mrs Cains said.

"The people who are complaining about them are just coming from left field. They just dislike the thought of anyone thinking outside their little square."

There had been no complaints about the stall following this year's festival, Mrs Cains said. The ACT government refused to confirm this.

The stalls ensured that members of the community were able to provide information about their organisations, the government spokesperson said.

"Those people who complain possibly [see the image of the baby's feet] and think, 'If I were to have an abortion, those feet would be formed'. I can't help that," Mrs Cains said.

"We are all products of the womb so [our stall is] multicultural."

Jess Chalker, from Lyneham, created the petition against the association's stall. Having an abortion can be traumatic for many women, she said, and the stall was inappropriate at a celebratory festival.

Ms Chalker was honoured that so many people had supported the petition, and she hoped it would gain more traction so that she could have a meeting with the government about the stall.

"Last year the ACT government said it would review its policies around stalls like these," Ms Chalker said.

"Obviously they haven't listened to the feedback they received, and we need everyone to help us make it clear to them that stalls like these are not welcomed by the community and put many women at risk."

The ACT government did not respond to questions about whether they thought the stall was sensitive to the festival's multicultural audience, as per the 2019 stallholder terms and conditions.

Mrs Cains was unperturbed by the petition against the association.

"I'm not intimidated by that sort of nonsense. It seems to be the fashion at the moment but [the display shows] straightforward biology and the stages of life between one and nine months," she said.
