But the legislation will not be amended to cover religious institutions before it comes into effect on July 1, he said.

Last month Fairfax Media revealed concerns that the ACT's reportable conduct scheme would not go far enough to keep vulnerable Canberrans safe.

The law is designed to force institutions to report abuse complaints to the ACT Ombudsman, which will be given new powers of oversight and scrutiny of internal investigations, and is based on the NSW model.

But the NSW model came with a flaw, one which had already been identified by child safety campaigners and members of religious groups

The scheme only covers clergy attached to a school or residential care organisations, which would mean altar boys, religious camps and sporting groups would not be covered, Bravehearts ambassador Damian De Marco told Fairfax Media.

That gap in the NSW scheme prompted Canberra Catholic Archbishop Christopher Prowse and his brother bishops to write to the NSW government, asking to be included.

Archbishop Prowse told the Royal Commission into Institutional Responses to Child Sexual Abuse the ACT's incoming mandatory reporting laws needed some "fine tuning".

A week after his appearance, it was exposed that Archbishop Prowse had decided to move a priest he had stood down over inappropriately touching a child next to two Canberra schools without telling the principal of the Catholic school his full background.

That prompted Greens politician Caroline Le Couteur to call for the gaps to be closed.

On Thursday, Ms Le Couteur said the government needed to expand the definition of "designated entities" in the legislation to specifically include religious institutions.

She also said the government should consider whether all people with working with vulnerable people clearance should be obliged to report suspicious activity in line with the scheme.

On Friday, a spokesman revealed the chief minister was already in talks with the directorate about filling in the gaps.

He said the government was anticipating a recommendation from the royal commission for a national mandatory reporting scheme, which the ACT would opt into.

That recommendation would be handed down towards the end of the year, he said.

The scheme will be extended once the royal commission releases its final report.

"It was always the ACT government's intention to make further amendments to the scheme in line with recommendations arising from the Royal Commission into Institutional Responses to Child Sexual Abuse," the spokesman said.

"The scheme, which was endorsed by all cabinet members, has been developed in line with the NSW model, which has been in effect for over 17 years and is the only operational scheme in Australia.

"As the only existing operational scheme, this is an appropriate model for the ACT to have a system in place as quickly as possible."

Mr De Marco praised the ACT government for moving to address the holes.

"It was a bit of a hiccup but all up they have been much more proactive than other states," Mr De Marco said.

"Victoria only put this scheme in because it was recommended to the, the ACT government has done it because I said it was a good idea.

"They've done exactly what the royal commission has said states should do, they said 'don't wait for us, just do it' and the chief minister has really stepped up. He was prepared to take it to COAG and show how important it was."
