Rob Withers and Lisa Richards bought their first house 12 months ago. They see themselves as neither winners or losers in the economic plan announced by Treasurer Scott Morrison on Tuesday night.

And they don't put that down to the government disregarding tomorrow's leaders. They blame the July 2 double-dissolution election falling too soon after budget night for the choice to avoid hard decisions for most generations, not just the youngsters.

Mr Withers, 28, is an engineer who is a project manager for a construction company while juggling a business masters degree at the Australian Institute of Business.

He will likely receive a tax cut of up to $6 per week as the middle income tax threshold is increased. But he doesn't see it as a big deal, saying "I could also just buy one less cup of coffee each week".

Ms Richards, a public servant for the department of health who is also studying a bachelor of sociology by distance at Swinburne University, is disappointed by the 20 per cent funding cut to universities.

"Cutting funding to universities is sad, because it is education that backs industry," she said.

"The people who support the economy now need to be quite better educated."

However, Ms Richards welcomed the $750 million package offering young unemployed training and internship programs and rewards for the employers.

Before changing to the public service, she got her first job as a hairdressing apprentice because of employers' incentives.

"I was looking for a job for ages and I didn't have any skills so they took me on board, and I was so thankful," she said.

The couple also saw the Reserve Bank's unprecedented step of cutting interest rates to a record low on budget day as good news for now, but were not sold on its long-term benefit.

"Right now we save a little bit of money, but the RBA can only drop the cash rate so much and things may not be good in the broader sense of the economy," Mr Withers said.

Mr Withers, who has an investment property in Gungahlin and just sold another one in NSW, does not believe the government failed young people by leaving out negative gearing changes and other housing affordability measures from the budget.

"I happen to think that the age of entitlement is the biggest thing for people our age," Mr Withers said.

"Housing is a right not a privilege. Young people aren't sacrificing the new car or the new holiday to save up for a deposit. So even if you took away the tax incentives for mum and dad investors, would all these young people all of a sudden have 10 per cent deposit saved up for a house?"

It seems this couple believes that if more young Australians applied the government's favourite saying about "living within our means" to their personal lives, more could also own three houses by their mid-twenties.
