William Noel Arthur is alleged to have communicated with a South Australian woman who provided explicit images of her two-year-old child for him to sell online.

Arthur, 30, appeared before the ACT Magistrates Court on Friday morning after allegedly possessing and using a carriage of service to access child pornography.

Australian Federal Police officers raided his Flynn residence after a referral from Queensland Police and found explicit images of the child and evidence of his communication with the woman.

The woman was subsequently identified and arrested by South Australian Police. Her child was removed and placed in emergency protective care.

According to the Commonwealth prosecution the alleged offences occurred between April 2014 and October 2015.

Arthur did not enter a plea on Friday and the matter and will remain in custody until his next appearance on November 20.

Magistrate Peter Morrison noted that a preliminary health assessment identified Arthur as a prisoner at risk.

The South Australian woman faced court on Friday charged with one count of possessing child exploitation material.

It is expected that further charges will be laid as the investigation continues.

In a statement, Australian Federal Police commander Glen McEwan said the child was removed for awful circumstances.

"We have been operating the joint anti-child exploitation team model for almost 12 months now, where AFP child protection officers are embedded with state and territory sex crime commands," he said.

"This is yet another example of police working across borders to remove children from unspeakable situations and bringing those accountable to justice."
