Police said the motorist told them "other people wouldn't give me space".
With double demerits in place for the Easter long weekend, the driver was fined $2350, was given 14 demerit points and was disqualified from driving in NSW for six months.
Police launched Operation Tortoise on Thursday and joined forces with Ambulance NSW to appeal for drivers to take it "slow and steady".
On the first day, police were disappointed to issue 1492 speeding infringements across the state.
In one incident, a 26-year-old provisional driver from Campbelltown was stopped by officers from Wagga Wagga Highway Patrol travelling at 184km/h in a 110km/h zone along the Hume Highway near Tumblong. The provisional driver had a speed restriction of 90km/h.
Operation Tortoise ends on Monday night.
Police warned they will be targeting drivers for dangerous behaviour including speeding, drink and drug driving, mobile phone use, and not wearing seatbelts.
Double demerits also apply in the ACT.
The ACT road toll stands at three. In NSW it's 94 compared with 106 at the same time last year.
