Papalii was pulled over by police as he drove from a car park next to the Lighthouse Pub on Emu Bank about 3.20am on Saturday, September 13.
He passed a breath test, but police discovered his licence had been suspended due to an unpaid parking fine.
Papalii's licence had allegedly been suspended for seven months.
Police noted Papalii, 22, was "polite and cooperative" during their conversation, and he and friends left the scene in a taxi.
Papalii, represented by Michael Kukulies-Smith of Kamy Saeedi Lawyers, was summonsed to appear before the ACT Magistrates Court on Tuesday morning.
No pleas have been entered, and the matter was mentioned and simply adjourned for three weeks.
Papalii played with the Kangaroos in their Four Nations final loss to New Zealand on the weekend.
His inclusion in the Four Nations squad saw him return to the Australian Test team after being dropped last year.
The Raiders second-rower and Queensland Origin representative is expected to play a key role in Canberra's 2015 campaign.
It is understood the unpaid parking fine was issued in October last year, and that two warning letters were sent to Papalii's address prior to the suspension.
A third letter advising him of the suspension of his licence was sent in February.
The case is expected to reappear before the ACT Magistrates Court on December 9.
