Suburban Canberra households have been implicated in one of the largest leaks of classified documents in history, which detail the secretive use of shell companies and intermediaries to hide investments in more than 20 tax havens.

The Panama Papers, published online as a searchable database this week, reveal thousands of companies and individuals using Panama-based law firm Mossack Fonseca to shift their assets to offshore tax havens.
A sprawling link of subsidiary companies, designed to conceal those who minimise tax obligations in the country they operate in, even extends to a post office box in Queanbeyan.
The box is rented by the shareholder of a South American metals company, registered for tax purposes in the British Virgin Islands but listed as inactive by Mossack Fonseca last year. The company is also listed as an intermediary of Hong Kong based ABA Services Limited.
The data, published by the International Consortium of Journalists, represented a small fraction of the 11.5 million leaked files from the firm, known as a leading creator of trusts and foundations in tax havens.
The data also shows a Red Hill man remains a shareholder in an investment company registered for tax purposes in the British Virgin Islands. The company is listed as an intermediary for Singapore based Portcullis TrustNet.
Another Red Hill resident is listed as the former director of a company registered in the British Virgin Islands, which is linked to Australia and listed as an intermediary for Portcullis TrustNet.
A Florey residence is linked with a home decor company registered in British Anguilla, which is linked to a larger Hong Kong based company.
Being named on the ICIJ database does not mean people have broken the law, engaged in tax avoidance or acted improperly. There are legitimate uses for offshore companies and trusts, including legally reducing tax bills.
An Amaroo man is listed as a shareholder of an advisory service registered in the British Virgin Islands, which was struck off Mossack Fonseca's list in October 2014 and was linked to a larger Hong Kong corporate services company.
Roman Lanis, an associate professor of accounting at the University of Technology Sydney, said there was nothing illegal about an Australian resident registering a company in an international tax haven.
"However, the likelihood for this having a legitimate commercial or business purpose is unlikely given that tax haven countries have no industry other than being a tax haven," he said.
The Australian Tax Office is investigating more than 800 wealthy clients of Mossack Fonseca with some cases likely to be referred to the Serious Financial Crime Taskforce.
Mr Lanis said it was also possible for a company to be registered at an Australian property without a tenant's realisation, although this may involve fraud.
Australia has the smallest number of Mossack Fonseca intermediaries at just 123 compared to 40,000 in China.
The data has revealed more than 1200 shareholders of Mossack Fonseca companies have Australian addresses, although it is likely to be less than their total Australian client base.
