ACT chief minister Andrew Barr said she was put forward for the role due to her extensive experience in advocacy and leadership roles in women's services and the disability sector.
Ms Salthouse, Canberra's 2015 Citizen of the Year, has worked in social justice since 1996.
She has served on boards for the ACT Domestic Violence Prevention Council, ACT Disability Expert Panel advising on the National Disability Insurance Scheme and Women With Disabilities ACT.
Mr Barr described her as a dedicated and highly-respected member of the community who was "a tireless spokesperson for vulnerable people in our region".
"[She] has been a strong voice for women and for the the disadvantaged in our community for many years and it is wonderful that she will be able to use her knowledge to support national action on domestic violence," Mr Barr said.
Prime Minister Tony Abbott set up the advisory panel in January as part of the Council of Australian Governments' agenda to address violence against women.
