Tulip Penney has been forced to shower at the gym and go to the cinema to keep warm after her power was knocked out about 10pm on Tuesday by wild weather.

She had been told the power would be back on within the hour but when she woke up on Wednesday morning, electricity had still not been restored.

"No lights, no heating, no hot water, nothing," she said.

"I was very worried so I rang straight away, even before I got out of bed and I asked them what was happening and they said they're fixing it and there's lots of problems around Canberra and they're working on it."

In the days since, many of her neighbours have had power restored.

Ms Penney's power was finally restored shortly after 5pm on Thursday.

But Ms Penney said pockets of her Chapman neighbourhood were still without power, about two days after they were told it would come back on.

In between spending lengthy times on hold with ActewAGL, Ms Penney has been cheekily tweeting members of the ACT Legislative Assembly, asking them how they are enjoying their warm beds while she and her 86-year-old housemate freeze.

When she has managed to get a person on the other end of the line, Ms Penney said they had been unable to give an accurate indication of when her electricity would be restored.

"Yesterday I was told there were five major issues with the power outage in my area and that it's more than other areas, that's why it's taking longer, that was the excuse," Ms Penney said.

"I was told 4pm, then 6pm then 8pm and then I was told it was going to be Thursday so the time just keeps moving forward."

ActewAGL branch manager of works delivery Clinton McAlister said ActewAGL had responded to more than 150 incidents over the past 36 hours and restored power to all but 47 of the 12,500 customers that endured power outages.

"With the large amount of incidents and the extensive damage to the electricity network, ActewAGL has had to prioritise the restoration of power based on safety concerns, extent of damage and available crews to complete the works," Mr McAlister said.

"The Chapman outage was the result of a large gumtree in a customer's backyard falling onto the electricity lines, bringing four spans of overhead conductor to the ground. It also caused extensive damage to the poles."

Mr McAlister said the work to restore power to the 47 customers in Chapman still affected would be completed by 4pm on Thursday.
