ACT Council of Social Service executive director Roslyn Dundas said public service cuts would hurt many people in Canberra.
''The impact of these changes - whether it's through full cuts or reduction in hours for contractors - will see increased pressure on the community sector as more people turn to us for support,'' she said.
She said a drop in housing prices would not help people on reduced incomes.
''Housing affordability remains a significant issue but the basis of being able to afford a house is having an income,'' she said.
Ms Dundas was particularly concerned about planned cuts to services which assisted people who had been unemployed for over six months to find work.
The Australian Council of Social Service had unsuccessfully called for changes to employment services to make programs more flexible.
''While we're trying to implement the new National Disability Insurance Scheme and the aged care reforms, it's going to be a struggle.'' Peter Jean
