Chief Minister Andrew Barr has called on the Federal government to restore health and education funding and increase infrastructure funding to the ACT ahead of next week's 2015 budget.

The past year's budget caused a number of budgetary issues for the ACT government, owing to a large number of public service cuts and reductions in federal funding for local services.
But Mr Barr said he had been assured by both Prime Minister Tony Abbott and Treasurer Joe Hockey "the worst of the public service cuts were over".
"I certainly hope this is reflected in the upcoming budget," he said.
Mr Barr said he wanted to see the funding levels for health and education restored to where they had been before the 2014 budget.
"When the ACT government signed up to the Gonski reforms, we did so in the understanding that the agreement will ensure funding increases from the Commonwealth government over a six-year period," he said.
"Our preference would be that this was honoured by the Abbott government, who promised a unity ticket on education funding reforms."
Mr Barr said the health spending cuts in particular had a "major impact" on the territory's bottom line.
"Any further cuts would place further pressure on our own capacity to continue delivering a world class health system," he said.
"Whilst we aren't expecting any increases in funding in the Budget, I certainly hope the prime minister will give State and Territory leaders the opportunity to discuss the impact of these funding cuts."
In addition, Mr Barr said he would like to see the Abbott government's asset recycling scheme, which the ACT government recently used to pay for Capital Metro, extended beyond its current limits.
"Any continuation of the scheme will allow the territory to consider new projects that could receive contributions from the scheme in the future," he said.
Mr Barr said roads around the Canberra region such as the Barton and Kings highways could use infrastructure funding in the upcoming budget.
"Any upgrades to these roads would be welcomed by the ACT government," he said.
Mr Barr said funding for a range of national partnership agreements had already been guaranteed by the Federal government, including spending on homelessness and early childhood education.
"This is fantastic news for our location community services... the national partnership on early childhood education will provide $4.7 million to the ACT in 2015-16 and will be used to ensure all children have access to 15 hours per week of pre-school education," he said.
