Community consultation has begun abut how the scheme will cover religious organisations that provide pastoral care and religious instruction.

Since July this year, all government organisations that deal with children have been required to report allegations, offences or convictions related to children to the ACT Ombudsman within 30 days and launch an investigation.

Chief Minister Andrew Barr said already a number of reports have been made to the ombudsman but more could be done to keep children safe.

"We're already working on how to best expand the scheme to capture more organisations," Mr Barr told the ACT Legislative Assembly.

A bill to fill the gap will be introduced into the ACT's parliament next April informed by the feedback.

A discussion paper released on Wednesday said non-government organisations had an "overreliance" on the Working with Vulnerable People scheme background check to prevent child abuse, rather than looking at gaps in their own organisation.

This week it was revealed the government was forced spend an extra $1.5 million on the scheme because it drastically underestimated the demand for it.

The paper also found non-government organisations, particularly small and volunteer-based offices, faced challenges in promoting skill safety because of the high numbers of casual workers.

"Engagement or employment arrangements of this workforce is often less formal or delineated, particularly for volunteers," it said.

"This increases demand for training resources and limits employee opportunities to undertake training. This workforce is typically more mobile and can more easily leave an employer, reducing the effectiveness of employment screening and misconduct investigations."

It called for comment on whether charities, youth organisations like the Scouts and Girl Guides, child photographers and commercial children's playgrounds should also be covered by the scheme.

Legislation will also be introduced into the Assembly on Thursday to improve information sharing to help child protection officials and police in their investigations, and place an obligation on the heads of organisations to ensure systems were in place to report, handle and investigate serious information.

Reportable conduct can include grooming, sexting and indecent behaviour that falls below a criminal threshold.

Criminal behaviour must still be reported to police.

The gaps in the incoming scheme were first drawn to the attention of the government in February this year.

At the time an ACT government spokesman said the scheme "certainly" covered all religious institutions that care for children.

However Catholic Archbishop Christopher Prowse told the Royal Commission into Institutional Responses to Child Sexual Abuse the church had been asking the government to "raise the bar" on its scheme.

In March, Greens MLA Caroline Le Couteur began lobbying the government to expand the scheme to cover religious bodies.

At that time, a spokesman for Mr Barr said they were in talks with the directorate about doing this.

But when the scheme was launched in June, it still did not cover church organisations, Scout groups, sporting clubs or dance schools. Despite this, Deputy Chief Minister Yvette Berry strongly denied there were gaps in the scheme.

Ms Le Couteur signalled on Wednesday she would like the scheme to cover vulnerable adults, like people with disabilities or mental illness.
