Urban Taskforce Australia says the proposed noise framework issued by the Commonwealth government is not based on detailed research and is a recipe for planning chaos.

Taskforce chief executive Chris Johnson said a wider exclusion zone would not only take in proposed residential housing at Tralee south of the airport, but would jeopardise development over 566 square kilometres, stretching through Conder all the way to Braddon, and in and around Queanbeyan.

Canberra Airport has dismissed the claims as a technically flawed scare campaign to help developers wanting to build under flight paths.

Urban Taskforce's consultants say there are lots of vacant land in and around the territory, so the potential yield implicated by new noise contours is substantial.

The taskforce's planning and acoustics experts found no case for changing the existing noise impact measures under airports which had been operating in Australia for 35 years and America for 50 years.

Mr Johnson, a former NSW government architect, said there seemed to be no regulatory impact, no assessment of the billions of dollars of property investment that could be affected and no explanation of the logic behind the proposed new noise controls.

The economic impacts of the draft National Airports Safeguarding Framework would affect 134,300 new dwellings in Australia worth $33.5 billion if implemented.

The taskforce's comments are based on a report by MacroPlanDimasi.

The report says by limiting future residential development, and announcing the potential geographic scope of future aircraft noise, there would be a lower rate of housing supply and reduced property values for future infill sites.

It also warns of a drop in property values for established dwellings, because of a future noise impact.

Canberra Airport managing director Stephen Byron said new noise contours were more than shown previously, but all within a high noise corridor which had been on the table for 13 years in Canberra.

''The reality is I can't imagine anyone who is planning to build 39,000 houses directly under the flight path for Canberra airport, but maybe we are starting to realise the thin edge of the wedge that is Tralee.''

Mr Byron said that not only the Commonwealth but NSW Premier Barry O'Farrell was aware the Australian noise exposure forecast was flawed when he opposed a second Sydney airport at Badgerys Creek.

''We know the Independent Planning Assessment Commission, who are not paid for by the developers, have looked at this issue and they have said the ANEF [Australian Noise Exposure Forecast] system is flawed and should not be applied for large greenfield estates,'' Mr Byron said.
