The organisation's first move beyond the nation's capital in 40 years will involve it offering a range of services to children and adults as the region deals with a tripling in its rates of ice users seeking emergency department help.

The newly named Directions Health Service will employ an extra two staff to be be based in Goulburn as part of the four-year contract announced by the NSW government last week. Funding will also provide for a youth case manager to be employed by the Ted Noffs Foundation.

Directions service delivery director Bronwyn Hendry said services would include intensive case management for people with higher-level methamphetamine use, as well as general education and harm-minimisation advice.

"Intensive case management can vary. It is a model that will be holistic. We'll be working with the other agencies to address housing, child protection, employment," she said.

"Goulburn was a natural split for us; it is in our region, and we do have clients coming from the southern region into the ACT for services."

Member for Goulburn Pru Goward said the increased purity of ice was one of the drivers of greater presentations.

"In this region it is alarming to say in the last four years, presentations in our emergency departments in the southern health region have gone up threefold," she said.

"Five years ago, it was at 10 per cent purity; now it is 80 per cent."

Ms Hendry said it was not known how many people would seek help when the services began at the end of March.

"It depends how many referrals we receive, and of those, how many people are willing to engage in treatment," she said.

"The majority of people with higher levels of use will be in their 20s and 30s, if Goulburn is consistent with other places. However, obviously, we want to intervene early."

She said there would be regular mobile services in nearby NSW country areas.

The Directions programs in Goulburn were community-based, but would refer people to residential services where needed.
