A bid by the Hoddle Street killer to transfer to Canberra's jail has been cut off, after territory officials ruled out reviving historic stabbing charges he once faced in the territory.

Julian Knight, 46, recently wrote to the ACT Attorney-General Simon Corbell and the Office of ACT Director of Public Prosecutions to request they prosecute him for stabbing a fellow Duntroon staff cadet at a Canberra nightclub in 1987.
Knight offered to plead guilty to the charges provided he would be extradited from Victoria to the Alexander Maconochie Centre.
It is understood Knight made the approach in order to bypass fresh Victorian legislation drafted to keep him in jail until he is dead or so incapacitated he is no longer a risk to the community.
If he were transferred to Canberra, Knight could apply for parole unaffected by the Victorian laws.
Knight was sentence to life, with a minimum of 27 years, for a 1987 Melbourne shooting rampage that left seven dead and 19 injured.
He would have been eligible for parole in May if not for the Victorian laws.
Knight had been on bail from the ACT Magistrates Court at the time of the deadly rampage in the Melbourne suburb of Clifton Hill.
Only three months earlier, he stabbed a fellow staff cadet in the head in revenge for an earlier brawl at the Private Bin nightclub.
Court documents said Knight had his nose broken in a fight with a superior, after he had disobeyed orders to remain in barracks for the night.
Only hours later, Knight stabbed the man behind the ear and fled the night spot.
He surrendered himself to a passing police car only minutes later.
Knight was charged with malicious wounding, assault, and assault occasioning actual bodily harm as a result of the incident.
The case was dropped in the mid-1990s.
The ACT DPP on Monday confirmed it had no intention of pursuing the matter.
"There are no charges currently pending against Mr Knight in the ACT," a DPP statement said.
"The DPP does not intend to institute any charges or re-institute charges."
Mr Corbell has previously said there would no basis to consider the mass killer’s extradition to the capital if he did not face charges in the jurisdiction.
