Firefighters were called to the intersection of Bowen Drive and Brisbane Avenue just after 4pm and the substance is being tested by firefighters and EPA staff.
An ACT Emergency Services Agency spokesman said booms had been put in place to stop the substance spilling into the lake. The Hazardous Materials Unit and a pumper are also at the scene.
