Greater protections for whistleblowers in the tax sector and uniform freedom-of-information laws are among the measures as part of a federal government proposal on better government transparency.

The 14-part draft plan was unveiled earlier this month by the Department of the Prime Minister and Cabinet as part of Australia's submission to the Open Government Partnership (OGP).
The OGP is an initiative between 70 countries set up in 2011, aimed at promoting transparency in government and tackling corruption, with member countries required to produce a national action plan every two years.
This is Australia's first submission as part of the partnership, having committed to the OGP in November 2015.
Other measures as part of the plan include a beneficial ownership registry for companies, making government data more easily available to the public and improve the disclosure of government donations from the oil, gas and mining sectors.
Submissions on the draft plan will close on November 18, with the final measures to be enacted until 2018, when Australia's next two-year report will be due.
Katherine Szuminska from the Open Australia Foundation said the proposal had been a long time coming after multiple setbacks.
"There was a commitment to the OGP back in 2013, [but] the government's initial handling of it was lacklustre and sporadic," she said.
"It's important that we've started. Currently the Australian government looks to be strangled by a deeply entrenched culture of secrecy."
Peter Timmins, an interim convener of the Australian OGP network, said the draft plan represented a chance to change freedom-of-information laws and bring them into the 21st century.
"The current FOI act is mired in the 1980s and it's based on a paper-based world," he said.
"The average Joe might be pleased that there's now interest in reforms to do with access to information and that the government's prepared to look at issues to do with the integrity of public office."
The OGP draft plan comes as the federal government moves to sell off data as part of the ASIC corporate registry to private hands.
A Department of Finance spokesman said the government would however keep ownership of the corporate data.
"One objective of the government's process is to enhance the services, integrity, access to and the collection of the registry data to all users," he said.
"No decision has been made. The next steps will only be considered once the evaluation process has been completed."
With Australia's OGP draft plan aiming to make government data more accessible, state and territory governments have also been consulted on the proposal.
A spokesman for the ACT government said many of the commitments outlined in the national action plan already happen in the ACT.
"Open data, publishing FOI requests, data portals and digital transformation are already in place or under way," the spokesman said.
