The Australian New Zealand Obesity Society (ANZOS) has named the ACT the best fat-fighting jurisdiction in Australia.

The ACT government beat other states and territories to the prize because of its efforts to promote walking and cycling and because of its new obesity action plan, which includes a proposal to regulate sugary drinks.

The plan, published on Monday, also says supermarkets should have at least one junk-food-free checkout.

ANZOS said on Thursday that the proposals, which the government has described as controversial but necessary, had ''raised the bar'' for fighting obesity.

''It's a whole of government approach and it's looking at some of the areas that are contested,'' ANZOS spokeswoman Jane Martin said.

''A lot of governments say 'we'll increase the availability of health foods'.

''But there's the other side of that, which is reducing the availability of unhealthy foods.

''I think it does show great leadership and courage that the government is doing this.''

Council of Australian Governments data published in May showed the territory is losing its war on weight, with 25 per cent of Canberrans now considered obese and a further 38 per cent overweight.

Some predictions suggest the territory's combined obesity and overweight figure could grow to 80 per cent by 2025.

The government's plan also includes restricting junk food advertising, offering rewards for healthy workplaces and food outlets, and a range of transport and infrastructure measures to get Canberrans moving.

''While the government cannot solve the obesity challenge, we can show leadership and this award demonstrates we are doing just that,'' Chief Minister Katy Gallagher said.

''It is a plan that will continue to need strong support and public advocacy to implement some of the harder actions, which are specifically designed to challenge the factors which have driven obesity rates so high.''
