The ACT could have up to nine members in each electorate after the 2020 election, under two proposals put to an ACT parliamentary inquiry.

The ACT Greens called on a committee reviewing the territory's Electoral Act to consider increasing the size of the Legislative Assembly from five to seven seats across the existing five electorates.
That would take the number of MLAs from 25 to 35 by 2020.
ACT Greens convenor Michael Mazengarb wrote in the party's submission the change would be in line with a 2013 review of the size of the Assembly, which suggested the parliament should be expanded in 2020 when the population is expected to reach 410,000 or in 2024 when the population is projected to reach 428,000.
"Even after the recent increase in the size of the Assembly to 25 Members, the ACT still has proportionally fewer elected representatives than any other Australian jurisdiction, partly as a result of significant population increases over the past 20 years," Mr Mazengarb said.
The Greens also proposed building a "trigger" into electoral laws where certain population growth prompted an automatic review of the Assembly size.
"A legislated trigger for the expansion of the Assembly would allow for a timely response to population increases to ensure the ACT community is adequately and proportionately represented in the Assembly, and would ensure that the process to review the size of the Assembly is depoliticised," Mr Mazengarb said.
The ACT's parliament expanded from 17 to 25 members after last year's election, the first increase since self-government in 1989.
When the expansion was voted on in 2014, Greens leader Shane Rattenbury said five-member electorates would make it much harder for independents and minor candidates to win a seat.
Failed independent candidate Kim Huynh said changing the electorates again would give "indies and micro parties a fighting chance".
"As it stands they have none," Mr Huynh said in his submission.
As a first-time candidate, Mr Huynh secured the most votes of any micro party or independent and won more than five per cent votes cast in his electorate.
But he pointed out with only five seats in each electorate, a candidate had to secure around 17 per cent of the votes after preferences to win.
"Only a celebrity could reach this quota without major party support," Mr Huynh said.
Dividing the city into three electorates with nine seats would reduce the quota to about 10 per cent and open the possibility of a significant parliamentary crossbench, he said.
"Such a change has not been flagged for consideration by the committee. Instead the committee has been asked to consider issues of donations, advertising and voter participation that, while worthy of review and reform, are unlikely by themselves to make any difference to electoral outcomes."
Committee hearings will begin on Thursday.
