Mr Freeman was found dead in the prison in May. He had been severely bashed the year prior, and relatives feared he would not make it back out of prison alive.

Philip Moss, a former integrity commissioner engaged to review Mr Freeman's death, was due to report his findings on the death to government on Wednesday.

But Mr Moss has asked for more time, according to the government, and the due date has been pushed back until October 31.

The change means the results of Mr Moss' inquiry will not be known until after the October election.

Justice Minister Shane Rattenbury said the terms of reference had also been changed, giving the inquiry the power to look at how "Aboriginal culture, traditions, and beliefs" were taken into account in the management of Mr Freeman.

The inquiry will also be broadened to allow it to look at whether health and other support services were appropriate and accessible to Mr Freeman in the prison.

"Mr Freeman's family, along with the Winnunga Nimmityjah Aboriginal Health Service, have been informed of the extension of time and amended Terms of Reference, and they have expressed their support for these changes," Mr Rattenbury said.

"I would like to take this opportunity to reiterate my deepest sympathies to the family and friends of Mr Freeman."
