Speaking on ABC Radio on Friday morning, Mr Barr said the campaign was "losing friends" by claiming the ACT Government's 3am last drinks proposal was "lock out laws in disguise".

But Ryan Sabet, partner at Academy and Mr Wolf and a spokesman for Keep Canberra Open, said his thousands of supporters understood the proposal would have the same detrimental impact to Canberra's nightlife as lock-out laws, regardless of Mr Barr's language.

He said more than 7000 people had signed a petition against the government's proposal, which organisers will present to Opposition Leader Jeremy Hanson after the rally on Saturday July 30.

Protesters will meet at Garema Place at 12pm and march along Alinga Street, to Northbourne Avenue and London Circuit.

While Mr Barr ruled out lock-out laws in April, the government proposed 3am last drinks for bars and nightclubs with the possibility of allowing venues to serve later if they pay a massively increased licence fee.

The proposal would see license fees for venues operating late increase from $27,238 a year to $100,000 for a 4am licence or $163,000 for a 5am licence to help pay for police, lighting and security cameras.

A collective of DJs, performers, venue owners and bar staff united to form the Keep Canberra Open campaign to protest against the proposal.

Mr Sabet said Mr Barr needs to consider the community concerns about the proposed licensing fee changes, and impacts which may have been overlooked.

"They are trying to do a positive thing but they haven't thought through what they are doing, which is pushing people out of venues and on to the streets at the same time, and that's dangerous experiment."

He said the ACT Liberals disapproved of the proposed 3am last drinks and Mr Hanson agreed to take the petition to a sitting of the ACT Legislative Assembly, during which he said the government plans to introduce alcohol licensing reforms.

"The Liberals have come out and said they don't support the white paper on liquor reform and won't be acting on them," Mr Sabet said.

Friday wasn't the first time Mr Barr said the Keep Canberra Open campaign was misleading. He wrote the same comment, "I ruled out lockout laws in March," multiple times on the Keep Canberra Open Facebook page.

Since the campaign launched in April, venues such as Mooseheads Pub & Nightclub placed the Keep Canberra Open petition on their bars for patrons to sign.

The petition and rally are fighting for no changes to liquor trading hours without proper consideration of all impact, no change to occupancy loading laws, late-night public transport, heavier penalties for violent behaviour, increased powers for licensees to deal with troublesome patrons and improved consultation with local late night industry.

Mr Sabet said he expected a strong turnout on July 30 and hoped the government would respond with alternate options to address late-night violence.

He said he was working with Access Canberra to ensure minimum disruption to Canberrans during the protest.

Speaking at the rally will be Keep Sydney Open's Tyson Koh, who will be joined with performances from Peking Duk and Hands Like Houses, organisers say.

The planned protest comes after thousands of people took to Sydney streets to protest lockout laws in February, claiming they had a devastating impact on the night economy.

Canberra bar managers have detailed their opposition to any extension of Sydney's lockout laws to the territory, but alcohol groups continue to express support for the reform.
