But leader Zed Seselja has said the Liberals will persist with their “triple rates” election attacks despite the author of a key piece of economic modeling in the campaign saying that his work was being misrepresented.

Ms Gallagher, responding to a piece in today's Canberra Times accusing the Liberals of misrepresenting economic modeling done for the Quinlan review of tax, said the Opposition's campaign was "in tatters" and "Zed Seselja needs to stop lying, he needs to stop lying today."

Ben Phillips, the architect of a table in the Quinlan review that is at the centre of the Liberals campaign on household rates, said today that his work had been misrepresented by the party because the table was simply a scenario for the report and not government policy.

Canberra Liberals Leader Zed Seselja has insisted Mr Phillips' piece does not deny his party's assertion that rates will triple under the tax reforms, but Mr Phillips told ABC radio this morning that the Opposition's campaign message was incorrect.

"The Liberals have pinned their entire campaign on a lie, which is that people's rates will triple," Ms Gallagher said this morning.

"They've been caught out today, their campaign's in tatters and Zed Seselja needs to stop lying, he needs to stop lying today."

Ms Gallagher said Mr Phillips' analysis confirmed the "complicated" message ACT Labor had been trying to communicate about its 20-year tax reform package.

"We've never denied that there would be changing allocations to how we collect our revenue," she said.

"We're abolishing stamp duty, we're not collecting any more revenue, but we're going to change the way we collect revenue, but we're going to do it over a long period of time so that people don't get these sharp increases."

The Chief Minister, speaking at a health announcement this morning, attacked Mr Seselja for sticking to the party's rates message, calling the Opposition Leader "a master of spin".

"This is the man that wants to be Chief Minister in five days and he's prepared to pin his entire campaign on a lie," she said.

"The honourable thing to do, the thing that a politician with integrity would do, would be to pull those ads now and to be upfront that while they can go for broke on tax reform if they like, let's make the debate truthful."

Mr Seselja said this morning that his party would not withdraw campaign material featuring the work of Mr Phillips.

Mr Seselja denied the modeling had been misused or that his election material, letterboxed to thousands of households, was discredited.

“The table hasn’t been discredited,” Mr Seselja said.

“What we’re talking about now is how that policy is implemented.

“Ben Phillips has a view about how that policy is implemented, but the numbers don’t lie.

“If you want to abolish stamp duty in the way the government says they want to and abolish other taxes, you have to triple rates to do it.”
