Documents published under freedom of information laws reveal fears adjacent roads will not support additional traffic or public transport services.

The documents also reveal the hospital will provide an additional 710 car parks with 75 spaces for the day unit and 24 short-term spaces. Up to 50 bicycles racks will also be provided.

The Kangara Waters Residents Committee, which represents a 100-bed aged care facility and a 150-bed retirement village adjacent to the proposed hospital, said a development application was vague and offered little information.

"What information is provided about the impact on the public roads appears to be out of date, incorrect and seriously flawed," a submission said.

The hospital, which will be built on the corner of Aikman Drive and Ginninderra Drive and cost more than $100 million, will alleviate stress on Canberra and Calvary hospitals.

During public consultation, the residents committee said the government had underestimated the traffic demands on Aikman Drive, which had become a popular route to Ginninderra Drive.

"The fact that Aikman Drive is not to be duplicated in the foreseeable future is incomprehensible," the submission said. "If a very serious situation is to be avoided Aikman Drive must be duplicated before the hospital is operational."

The ACT government has commissioned a feasibility study on the upgrade of Aikman Drive, although duplication of the road will not be finished before the hospital is launched.

Minister for Roads Mick Gentleman said a bid for the duplication would be considered as part of the 2016/17 budget.

"With the development of Lawson, the continued growth in Gungahlin and the modifications to the University of Canberra Master plan I understand the increased community interest in the potential duplication," he said.

"Any upgrade will include improvements to the intersection of Joy Cummings Place and Aikman Drive which provides access to the Kangara Waters Retirement Village and will consider the needs of pedestrians accessing public transport on Aikman Drive."

A Territory and Municipal Services spokeswoman said public transport operations had not been clearly articulated in the development application and further information had been required.

"ACTION is supportive of the proposed bus stop arrangement on South Road as presented however ACTION will be unable to service the site as it is shown on the current drawings," a submission said.

"The proposed location of pedestrian paths at the back of kerb along South and East Roads does not comply with TAMS design standards."

The residents committee said the development application indicated there would be limited public transport unless "significant altercations" were made to internal roads.

"This will cause extreme difficulties for those wishing to use the facilities and be seriously detrimental to the hospital's operations," the submission said.

"A new hospital without any convenient public transport service would be an absolute disgrace."

But an ACT Health spokesman insisted the hospital would be easily accessible by public transport.

"There will be a bus stop right outside the hospital and ACT Health are working with ACTION to maximise public transport services," he said.

The spokesman said 250 parking spaces would be provided below the hospital with 60 spaces on the hospital site and 400 spaces across the road.

"All public comments, including those received from Kangara Waters Residents Committee, are being considered by the approval authority in determining their decision," he said.

The documents reveal only three disabled parks were initially included although this was revised to 3 per cent of overall parking spaces.
