Health Minister Meegan Fitzharris refused to answer when she was aware disciplinary action had been taken against whistleblower doctors, citing ongoing legal proceedings.

It comes as government figures show ACT Health has referred 25 staff members to the professional standards unit since the start of 2017.
The Canberra Times reported last week doctors who made serious allegations about the medical imaging department were subsequently accused of misconduct by ACT Health, one staff member losing a senior position.
Ms Fitzharris was asked by Liberal spokeswoman for health Vicki Dunne in ACT Parliament what action she had taken to make sure Canberra Hospital or ACT Health staff had not breached the Public Interest Disclosure Act 2012 when dealing with the whistleblowers.
Ms Fitzharris said she sought and received assurances that ACT Health and the Chief Minister's directorate were handling disclosures in strict accordance with the law.
It is a criminal offence for anyone to take detrimental action because of a public interest disclosure.
"I note that the matters relating to public interest disclosures and other matters raised by staff are the subject of some legal proceedings," Ms Fitzharris said.
"I have been advised not to answer questions on this matter because a number of them are subject to legal proceedings, as Mrs Dunne is well aware."
When asked what action she had taken to ensure the directorate does not take detrimental action against staff who make submissions to the recently announced review of ACT Health culture, Ms Fitzharris said they would be relying on existing legislation.
"And it has been made very clear by me to the panel and by the panel to anyone and everyone who wishes to make a submission to them that their highest order priority is to maintain confidentiality and also, of course, to abide by the law," she said.
"I trust them very much to do that and know how seriously they take these matters."
The government recently released figures about disciplinary action against staff in response to questions put on notice in ACT Parliament.
The response revealed that in May this year a clinical staff member was punished for the unauthorised disclosure of information.
That staff member was among 25 referred for investigation to the professional standards unit between January 2017 and September 21, 2018.
Of those 25, seven sanctions were issued after an investigation.
The most common reason for a staff member being referred was "inappropriate behaviour", followed by bullying and harassment.
Punishments included a downgrading of employment, termination of employment and a written warning.
