The Finance Department this week gave a Senate committee new detail about the scope of the works, originally expected to be completed by mid-2014. The home's slate roof has been replaced, along with carpet on the first floor and two guardhouses.
A new luggage lift, security guardhouses, external toilets and restored kitchens and bathrooms are among improvements to the Prime Minister's official Canberra residence.
A female dressing room, bathrooms, a kitchen and gardeners' shed have all been refurbished or reconfigured, and interior and external repainting completed.
Asbestos and lead paint have been removed, heating and cooling systems replaced and sprinkler systems upgraded.
The Department of Prime Minister and Cabinet again refused to provide any detail about when the project will be finished.
On Friday, a spokeswoman would not say if Mr Abbott 's office had blocked public servants from discussing plans for moving day.
A Senate estimates hearing was told in May that the house would be ready to be occupied by July.
Other upgrades include a modified service staircase, safety-compliant balcony balustrades and a full electrical re-wiring of the home.
Former Labor government commission
Staffers in Mr Abbott's office have sought to avoid media reporting about the work, commissioned under the former Labor government.
Designed by Melbourne architects Oakley and Parkes, Prime Minister Stanley Melbourne Bruce first moved into the colonial revival-style home in 1927.
ACT Senator Katy Gallagher, a member of the Senate Finance and Administration Committee, said the refurbishment was significantly over budget and behind time.
"It is important that the Prime Minister has an appropriately liveable residence here in the national capital, but the budget, scope of works and delays will require further scrutiny to ensure that they have been done in a way that delivers good value for money for the taxpayer," Senator Gallagher said.
Taxpayers paid $65,000 in lease-termination fees after Mr Abbott decided not to use a $3000-a-week rented home in Forrest chosen by the PM&C during the pre-election caretaker period.
The Lodge has been used by 15 prime ministers during their tenures.
