Tim Smith-Brown, 24, died on September 4 when he allegedly ran a red light and hit two other cars in Kambah.
Police say Smith-Brown fled after they stopped his car. Police pursued him but say they called it off at some point before he went through the intersection.
Smith-Brown's pregnant girlfriend, Felicity Jessop, who was in the car with him, was seriously injured, but gave birth to a boy after being rushed to hospital, naming him Tim after his father.
Three other people who were in the other two cars also suffered significant injuries.
At the time of the crash, Smith-Brown was on bail and facing sentencing for crimes he committed last year.
He had pleaded guilty in the ACT Magistrates Court to a charge of furious driving and obstructing police.
Smith-Brown had not entered pleas to two charges of driving while disqualified from the same incident.
Those charges related to a police stop of Smith-Brown's white ute on November 27 in Oxley.
Checks had allegedly revealed his licence was suspended.
According to court documents, when police approached the car and asked Smith-Brown to turn off the engine he sped away, narrowly missing a police car and forcing an officer to jump out of the way. Officers did not pursue him. He handed himself in two weeks later and said he had panicked.
On Friday, prosecutors informed the ACT Magistrates Court of Smith-Brown's death.
They asked for the charges to be withdrawn.
Magistrate Peter Dingwall dismissed the four charges before the court.
Police have so far not revealed details about when they called off their pursuit of Smith-Brown along Drakeford Drive.
They have started two internal inquiries into the crash, and the death will be referred to the coroner.
