A major review of the ACT government's senior executive service pay levels, allowances and other entitlements has begun, the first such review since self-government in 1989.

It will be undertaken in parallel with the ACT Remuneration Tribunal's annual 'spring review' of the pay packets for the judiciary, Department of Public Prosecutions and part-time holders of territory public office.
The review of ACTPS senior executive pay, proposed in the Autumn review this year, will also be the last for ACT Remuneration Tribunal chairwoman Anne Cahill-Lambert, whose term ends this month.
A discussion paper to be released by the Tribunal on Friday shows the Tribunal did not want executive remuneration, allowances and other entitlements to be "considered a barrier to attracting and retaining quality professionals".
"In considering the executive remuneration, allowances and other entitlements as part of this review, the Tribunal is cognisant of the economic outlook for the ACT and Australia more generally," the paper reads.
"At this stage, the Tribunal does not envisage that the remuneration and entitlements for ACTPS executives will change significantly as a result of this Review."
Among the positions that could be affected are the pay packets for the ACT's Head of Service, all director-generals
The Tribunal has called for submissions to the spring review by midday Wednesday October 11, and for the senior executive pay review by midday Friday November 10.
