The party will campaign under the slogan, "We want a Canberra that is better, not bigger".
ACT branch president John Haydon – the party's ACT Senate candidate for Saturday's federal election – said it was the first state or territory registration for the federally registered party.
"We strongly support public transport, but believe that the tram is financially irresponsible, and buses would be more appropriate," he said.
"We also feel that excessive housing overdevelopment should be transferred into developing a more diverse economy with sustainable jobs in manufacturing, small business and agriculture.
"Importantly, we are also the only party to sensibly address the population "elephant in the room".
"Canberra is feeling exactly the same pressure as Sydney and Melbourne, with congestion, overdevelopment and waiting lists eroding our quality of life."
