Emergency crews were called to the blaze on the top floor of the apartment complex on Howie Court, just before 3.30pm on Saturday.
The fire started in the apartment's kitchen.
A spokeswoman for the ACT Emergency Services Agency said both men were found unconscious in the living room of the apartment and were rescued by firefighters, who administered CPR.
Paramedics treated both men for smoke inhalation and are now conscious.
They were both taken by ambulance to Canberra Hospital, where they arrived in a serious but stable condition.
The spokeswoman said multiple crews are on the scene, including a Bronto truck, three pumpers, as well as two commanders, with the fire being extinguished a short time after crews arrived.
ACT ambulance crews have also responded to the fire.
