The Australian Veterinary Association told the greyhound taskforce last week raising the standard for animal welfare in the industry would eliminate the need to ban the sport.

This was in spite of the association coming out in support of NSW's ban before it was reversed.

But president Dr Paula Parker said the ACT government was committed to shutting down the sport.

She said the association was helping NSW and Victoria to lift its game, following on from the recommendations of an expert panel chair by former NSW premier Morris Iemma.

That panel recommended a whole of life tracking system should be introduced for greyhounds with bonds paid on each new greyhound bred.

It called for stricter controls on euthanasia, where evidence of attempts to rehome the greyhound must be tendered and the death reported to the integrity commission.

Their report recommended a licensing and accreditation scheme be developed for breeders and trainers.

It also included an animal welfare code of practice specific to the greyhound industry and harsher penalties for cruelty and live baiting.

The draft legislation that will dismantle the ACT's greyhound racing industry includes a welfare code and a licensing system for trainers.

Dr Parker said a nationally consistent approach to greyhound racing would have been preferable.

She said the ACT government was wedded to its plans to end the industry.

"When we met the ACT government was firm in its view it was committed to ending greyhound racing in the ACT," Dr Parker said.

"Our conversation was about the recommendations of Iemma report that sit outside racing such as whole of life welfare, ensuring greyhounds are socialised from a young age, and registration.

"The Iemma report sets out a pathway for those to occur in an integrity commission.

"The ACT government said that wasn't the legislative instrument they wanted to do it with and we said that's their choice."

Dr Parker said a nationally consistent system that allowed dogs to be tracked across state borders was "better" than a state-based system.

"These are problems that cross borders," Dr Parker said.

But a spokeswoman for racing minister Gordon Ramsay said the government "would be following through on its commitment to ban greyhound racing".

"The government formed its decision to ban greyhound racing on the basis of the Durkin report findings that the NSW and ACT industries could not be separated," she said.

"The McHugh report found a litany of documented failures in the NSW industry including live baiting, live blooding, and a high number of dogs killed during racing or euthanised after injury.

"In 2016, 94 per cent of dogs raced in the ACT came from NSW. We simply cannot risk the failures of the NSW industry taking place in the ACT."

The spokeswoman said the association "expressed willingness" to help shape the new code of conduct.
