Welfare reform will prove hard graft

For all the money directed towards its management and administration Australia's welfare system hardly qualifies as a model of efficiency, fairness, transparency or sustainability. The number of income support payments, supplements and allowances on offer is bewilderingly large, as is the overall welfare bill, which is now about $150 billion a year and rising faster than the rate of inflation. About one in four households rely on social security payments to make ends meet, even though many recipients could, with the proper help and support, transition to part-time or even full-time employment.
